A1. What is Section Assessment?

There shall be a twenty-five dollar (USD 25.00) assessment for members, other than Student Members and Graduate Student Members, who are members of a Section in Japan. The assessment shall be allocated to each of the Sections in Japan based on the member's Section assignment and shall be used to support the activities of the respective Sections.
*Quoted from IEEE Bylaws

A2. I would like to know about the activities of Japan Council.

Japan Council is mainly operated with the above mentioned Section Assessment contribution from a financial view point to carry out activities below:

  • Supporting each Section in Japan, in particular, for those with small size and weak financial background. For this aim, Japan Council has an expenditure item called "Support to Sections" in its budget system.

  • Offering opportunities for exchanging various information among the Sections

  • Supporting the activities of 35 Chapters in Japan Council as well as Chapters belonging to individual Sections

  • Supporting the activities of Student Branches (Japan Council has 22 Student Branches as of September, 2010)

  • Offering administrative and clerical support and information distribution for all the members in Japan. (The information distribution system developed by Japan Council is also used in each Section)

  • Promote the overall IEEE activities in Japan

  • Strengthening cooperation with domestic academic societies in related areas and working as a contact with them

To carry out operations to achieve the above, we have an office with dedicated staff members.

A3. I would like to know about the surplus of Tokyo Section and Japan Council.

Currently, Tokyo Section and Japan Council have the surplus in their budget. According to the Treasurer's Handbook and RAB (Regional Activities Board) Operations Manual, it is advisable that each lower organization ensure proper surplus. Surplus corresponding to a half year budget is necessary because remittance from IEEE Head Quarter to Japan Council and each Section is made semiannually. It is also necessary for absorbing fluctuation in the exchange rate between US dollar and Yen to ensure smooth and continuous operation in Japan. (Remittance from IEEE Head Quarter is made in US dollar.)
